Larry Paine, City Administrator


Larry has served as City Administrator from since2008. He has worked in Kansas, Idaho, Arizona, California and Washington. He served as City Manager in Concordia and Baldwin City before coming to Hillsboro. Larry has a BA degree in Political Science from San Jose State University (CA) and a Master of Public Administration (MPA) from the University of Puget Sound (Tacoma, Washington).


Larry’s duties include the day to day management of the City of Hillsboro and guiding the staff in the work they do. His main focus is working with the Council to help them achieve their collective objectives. He prepares the annual budget and keeps a general eye on finances.


Larry has been involved in the Kansas Association of City County Management and served as President in 2006. In addition, he has taught Municipal Leadership Academy classes for the League of Kansas Municipalities. He is also active in the International City/County Management Association by serving as a Small Cities group leader in the ICMA Knowledge Network.


Jan Meisinger, City Clerk


Jan has lived in Hillsboro for 35 years.  She began employment with the City of Hillsboro in 1979 and has served as City Clerk since 1982.  She became a Certified Municipal Clerk in 1989; was a graduate of Leadership Marion County in 1990; and received the prestigious Master Municipal Clerk designation from the International Institute of Municipal Clerks in February 2010.


The City Clerk oversees the day to day activities at City Hall.  She assists in preparing the agenda for the City Council; attends City Council meetings and records meeting minutes; maintains custody of ordinances and official documents; Issues licenses and permits; provides citizen assistance by fielding questions, concerns, and complaints from the general public; maintains and updates city accounting records, administers oaths and maintains the corporate seal of the city; oversees the collection of municipal revenues; prepares financial reports; assists with annual budget; oversees payroll preparation and prepares payroll reports; performs correspondence duties; prepares bond and interest payments; maintains special assessment records, answers surveys and questionnaires; and is the secretary for the Planning Commission and Board of Zoning Appeals.
